Question: do you think it will ever be possible for humans to start making settlements under water for when we run out of room on earth or can't reach another planet??

  I think so, though there is a lot of the Earth that is easier to live on than the ocean. Even deserts and mountains are easier than in the sea.
  
  Chances are that, even if we had to move to the ocean, we would live on the surface rather than underwater on huge boats or artificial islands like oil rigs. Underwater would be more fun though!
